Joint meeting with MN-AFPM
Corps of Engineers Levee Safety Program
and Related Activities

Presentation Synopsis:
The U.S. Army Corps of Engineers (USACE) has
implemented a Levee Safety Program for the
portfolio of USACE levees.
The Corps of Engineers is leading the
way in the development of Levee Safety and
has completed an initial inventory of levees
and has developed a state of the art
geospatial database to house information
associated with the more than 2,000 levees.
In addition, risk-based assessment
methodology is being developed to determine
conditional risk, interim and permanent risk
reduction measures, and priorities for
repair of levee systems. The currently
developing program utilizes the National Dam
Safety Program as a model in the development
of the Levee Safety Program and is a
component of the Flood Risk Management
Program, which coordinates and communicates
levee safety with other agencies and the
public.
The Levee Safety Program encompasses a wide
variety of program and policy issues to
include 1) USACE organizational concepts and
implementation, 2) Classification of levee
systems nationwide utilizing risk-based
procedures, 3) Interim risk reduction
methods, 4) Levee certification, 5)
Vegetation guidance, and many other
activities.
This presentation will examine USACE’s
transition to a robust Levee Safety Program
and the current activities of the USACE
Levee Safety Policy & Procedures Team.
Presenter Bio:
Michael Bart earned his BS degree in Civil
Engineering in 1984 from the University of
Nebraska-Lincoln and is a registered
Professional Engineer in the State of
Kansas. Mr Bart is the St Paul District’s
Chief of Engineering and Construction
Division and is also the District’s Dam
Safety and Levee Safety Officer. Mr
Bart is leading the USACE Levee Safety Policy &
Procedures Team and is a member of the American Society
of Civil Engineers.

(if you so desire) will be from 11:30 AM to 12:30 PM in the dining
room of the Officers Club.

The Club’s cafeteria-style lunches are typically $10.00
or less; people who partake in the cafeteria-style lunch
will pay the Officers Club directly. If you come
only for the presentations, there is no charge.

Post Meeting and Presentation will be from
12:30 PM to about 1:15 PM in the ballroom of the Officers Club.

LTC Matthew Snyder,
Commander of the Minnesota National
Guard 55th Civil Support Team, briefed
the Post on the structure and roles of
National Guard forces in Minnesota.
He talked about services that the Guard
provides to our State and Nation, and
how the Guard fits in with the "big
picture" of the other military
organizations such as the Reserves and
the regular forces.
Several of the
immediate tasks that they are
responsible for are include support for
the upcoming Republican National
Convention, assistance with natural
disaster events such as last year's
flooding in portions of the Root River
valley, and well as 34th Combat Aviation
Brigade will be deploying to Iraq in
June.

Five
years of diligent planning for the
2008 SAME National Conference paid
off with a virtually flawless event.
The hard, dedicated work of many
volunteers, the wonderful support
from SAME National HQ, as well as
terrific service from several
contracted entities helped make this
a fun and memorable conference for
huge number of attendees that
enjoyed a week in Minnesota.
Over 1600 people attended this
year's conference (we assumed 1300
people would be great number, but we
far exceeded that). The
weather turned out to be perfect for
the week, which helped immensely in
setting a cheery atmosphere.
Outdoor events such as the Golf
Tourney, the Fun Run, the Technical
Tours and the Fun Tours were great
hits. The thanks and praises
that were bestowed by so many people
for the well executed conference
were nearly endless.
On behalf of the Minneapolis-Saint
Paul Post, our thanks go out to the
Rock Island Post who helped plan and
execute this year's event.
Without their assistance, the
conference would not have been the
same and been so successful.
The bills are still coming in, and
the final registration tallies are
still being made ... so it's to
early to predict how the event will
end financially. A summary
report will be provided in a future
newsletter.
