How to Put GIS to Use:
Fargo-Moorhead Flood Forecast Tool and
Metropolitan Mosquito Control District Monitoring Tool

Presentation Synopsis:

Geographic Information Systems (GIS) are becoming an industry standard for managing data and aiding in the understanding of spatial relationships.  It is common to see GIS being used across many professions and industries.  Many times non-GIS professionals struggle in identifying projects that GIS would be useful in creating richer end results.  The presentation will focus on explaining how GIS was used in the two projects and how to look for aspects in projects that may warrant the use of GIS.  The presentation will also focus on using GIS to solve data management problems and data access.  The two projects that will be presented are the Fargo-Moorhead Flood Forecast Tool and the Metropolitan Mosquito Control District Monitoring Tool.  Overviews of the two projects are given below.

The International Water Institute (IWI) retained Houston Engineering, Inc. to conceptualize, develop and implement a near real-time flood forecast tool within the RRBDIN.  This project uses flood forecast data generated from the National Weather Service (NWS) River Forecast Center FLDWAV model to generate interactive flood inundation maps and graphics depicting time until occurrence of peak elevation for areas in and around Fargo, ND and Moorhead, MN.  The project serves as a working example of a private-public partnership that focuses on emerging hydrologic and web-based technologies, the use of LIDAR, and their application to the Red River Basin.

The Metropolitan Mosquito Control District (MMCD) retained Houston Engineering, Inc. to develop a cost effective Web GIS solution to give the public and internal staff access to their GIS information.  The heart of the GIS information is their mosquito breeding sites and treatments records.  This project develops a solution to put this data in the hands of the public and internal staff to save MMCD’s staff time on data requests.

Social time and lunch (if you so desire) will be from 11:30 AM to 12:30 PM in the dining room of the Officers Club.

The Club’s cafeteria-style lunches are typically $10.00 or less; people who partake in the cafeteria-style lunch will pay the Officers Club directly.  If you come only for the presentations, there is no charge.

Post Meeting and Presentation will be from 12:30 PM to about 1:15 PM in the ballroom of the Officers Club.

Bill's President's Plaque

Past Post President Bill Forsmark (r) receives the President's Plaque from current Post President Jim Mosner (l) in appreciation of his service as last year's president.  Bill has served the Post in many positions over the past decade and plans to stay actively involved in the future as well.  He currently is heading up the Operations Committee for next year's National Conference that will be held in here in the Twin Cities.



Presenter Mike CostelloMichael Costello (r) is thanked by Post President Jim Mosner (l) for the terrific presentation that he gave about the potential use of new dredging techniques for sub-surface dredging ... the dredging of underlying layers of material without disturbing the overlying material.  This has the potential to be a useful tool in a variety of habitat, mitigation, and remediation projects.  The challenge ahead is in scaling up the technology from the relatively small scale equipment currently used to large scale operations.

 

Scholarship RecipientsCongratulations to our 2007 scholarship winners.  We received seven (7) applications in Category I (high school seniors and college attendees who are children, grandchildren, or siblings of members of the Minneapolis-St. Paul Post who will be registered as full time college students in the fall of the year of selection) and one (1) application in Category II (Minneapolis-St. Paul Post Student Members and members of Post-sponsored student chapters at accredited engineering colleges/universities in our geographic region).  The following are this year's scholarship recipients:

Category I:     Whitney Holman (l) and Jace Nelson (c)

Whitney is a graduate of Robbinsdale Armstrong High School and currently attends Augsburg College, where she is working toward degrees in Psychology and Religion.  She will be a sophomore this fall.  Whitney desires a career in youth counseling.  At Augsburg, Whitney in on the varsity soccer and track teams and is an active campus volunteer in the campus kitchens and campus ministry programs.

Jace Nelson is a graduate of Mounds View High School.  He will be a freshman at the University of Minnesota – Twin Cities campus this fall, where he plans to major in civil engineering or business.  Jace is an eagle scout and participated in the National Honor Society, Rotary Club, and the Association of Marketing Students (DECA) in high school.  He also ran varsity track.

Category II:   Tyler Bechel (r) 

Tyler is a SAME student member from Elmwood, WI and will be freshman at University of Wisconsin – Platteville in the fall.  He plans to study Mechanical Engineering.  While in high school, Tyler participated in FFA, National Honor Society, basketball, track, and band.  Tyler also works as farm hand.

The above applicants have outstanding qualifications and are deserving of the scholarships.  We would like to thank all of our applicants for taking the time to apply. 

Post Vice President for Young Member Affairs Ben Tustison would like to thank the scholarship committee for taking their time to help the Post select these scholarship recipients.
